DESCRIPTION OF AID
Background
Children in Need is an annual charity appeal organised by the BBC. Every year the BBC dedicates one evening of programming to showcase events aimed at raising money for charities working with young people in the UK.
* * * * *
Objectives of the Scheme
The Trust distributes the funds raised each year as grants to organisations that work with disadvantaged children and young people, under the age of 18, living in the UK. It aims to positively change the lives of those affected by:
- disability; - behavioural or psychological problems; - poverty or situations of deprivation; and - illness, distress, abuse or neglect.
Available Funding/Support
The Trust distributes funding in the region of £30 million a year.
The support available varies depending on the type of project and the amount of funding required. Grants can range from as little as £500 to over £100,000.
Grants can be awarded for up to three years at a time. Only one year grants are available for capital projects, seasonal projects, holidays and welfare funds.
Match Funding
Match funding is not a requirement, although applicants must show what other sources of funding have been sought and secured.
Eligible Activities
Funding is available for a wide range of projects that work with disadvantaged young people. Applicants may apply for full or part funding for costs associated with an eligible project, including salary or capital costs.
All projects must demonstrate how they will change the lives of young people for the better. The Trust funds projects that:
- improve choice and opportunity; - enhance abilities; - encourage independence; - build confidence and self esteem; - involve disabled young people and adults as positive role models; - counter negative attitudes and barriers to participation; or - recognise the needs of families and carers.
The Trust is looking for quality work and projects which show a clear focus on young people. Projects should, therefore:
- change the lives of young people for the better; - be for young people (rather than their parents or an organisation); - take account of young people's views and involve them in decision-making.
The Trust expects applicant organisations to take appropriate steps to keep children safe from harm, including the possibility of abuse, while in their care.
Funding is available for all types of projects, including:
- capital projects; - seasonal projects (eg playschemes); - holidays and outings; and - equipment and welfare funds.
Grants may be used to fund salaried posts associated with the project. It will fund more than one post if appropriate. The Trust wishes to fund posts to succeed and will expect the salary to be in line with similar posts across the sector.
NECESSARY QUALIFICATIONS OF APPLICANT Grants are available to not-for-profit organisations that work with disadvantaged young people aged 18 years and under in the UK.
Organisations must have:
- a constitution or governing document; - their own bank or building society account; - a written child protection policy; and - adequate and appropriate insurance.
EXCLUSIONS The Trust will not fund the following:
* Trips abroad or projects abroad. * Medical treatment or medical research. * Unspecified expenditure. * Deficit funding or the repayment of loans. * Projects which take place before applications can be processed. This takes up to five months from the closing dates (see APPLICATION Section). * Projects which are unable to start within 12 months. * Distribution to another/other organisation(s). * General appeals and endowment funds. * The relief of statutory responsibilities. * Individual children. * Projects which promote religious activities.
Funding is not provided for projects that reinforce negative stereotypes of children and young people with disabilities.
CRITERIA Applicants are expected to set out ways of monitoring and evaluating the performance of the project.
The terms and conditions an organisation must fulfil in order to obtain aid are as follows:
For all grant awards:
1) Grants will generally be paid by direct credit transfer to an organisation's bank account, annually or quarterly in advance.
2) If a grant has not been taken up within six months of the date of the grant offer letter it will automatically be withdrawn, unless a delay has been agreed in writing.
3) A grant should be started to be spent within 12 months of receipt.
4) It must be used for the purposes(s) for which it was given and should not be used for any other purpose without the Trust's written approval.
5) The grant is for the use of an authorised organisation and must not be given, or transferred, to any third party.
6) Organisations which receive grant aid should report back to the Trust, on the use of the grant, immediately after it has been spent. The Trust also requires proof of expenditure.
7) The Trust reserves the right to ask for the whole of a grant or any unspent balance to be returned.
8) The Trust likes its support to be mentioned in appropriate publications and other publicity, but the logo (Pudsey Bear) is copyright protected. Applicants wishing to use it require the Trust's written permission.
9) Organisations may only hold one grant at a time from BBC Children in Need. This includes organisations with dependent branches.
10) Further annual payments are subject to the Trust's receipt of satisfactory reports and proof of expenditure, which should be received by the Trust at least eight weeks before the expiry of the previous instalment.
11) An organisation must be in possession of a written Child Protection Policy.
For Staff Salary awards only:
Conditions 1-11 apply, plus the following:
12) Grants for new, three-year posts, require organisations to evaluate the work which arises from them on a self-evaluation basis.
13) Grants are paid a year in advance and are released when the Trust receives proof of public advertisement for a post, a copy of the final job description, details of the actual salary to be paid and confirmation of the starting date for the new employee(s).
14) The start date of the grant will be the first day of the month in which the new employee(s) start(s) work.
APPLICATION
Deadline(s): Deadline for receipt of applications: 15 January 2009.
Frequency: Periodic.

Useful information:
There are now three different ways to apply for a grant. By using the hard copy application form, the downloadable application form or the online application form. To obtain a hard copy application form, interested parties should e-mail BBC Children in Need.
Applicants using the online application method can electronically submit their application right up until the deadline (physical documentation to be received by the Trust within two working days of the deadline). All other applications must be received by the Trust no later than 5pm on the deadline date.
Previously, the Trust has accepted partial or incomplete applications. This is no longer the case. All questions must be answered and all supporting documents must be included, otherwise the application will be rejected.
Project leaders should:
- identify in advance what difference it is that will be made for children as a result of the project; - realistically define how the project will achieve this difference; and - know how to recognise whether the project has made the desired difference.
The following areas should then be covered within an application:
* The background to the organisation and some knowledge of how it is governed. * How the organisation works with other groups and services in the area. * How the project was planned and what it hopes to achieve for children. * How the project leader monitors/evaluates the work. * The child protection measures that are in operation. * Job description(s), person specification(s) and expected salary level(s). * The basis for costing equipment, services or activities. * The timing of other decisions with regards to multi-funding or complex projects. * The insurance policies the organisation has for itself and its premises. * The timing of other decisions with regards to multi-funding or complex projects.
Two referees must sign and date the application form. Once an application has been received, the application form will be scrutinised for completion. If the application is considered eligible, the form is then passed on to an assessor who will carry out an assessment.
Salaries
Any applicant requiring a grant towards staff salaries should supply details of their experience as an employer and their plans to acquire the management skills they need.
Applicants should:
- state whether a salary is for a new post or an existing one; - make sure the costs include all the extras involved in employing staff (for example: recruitment costs, inflation and increments, employers costs and any other relevant costs); and - enclose a job description, person specification and a first year work plan with their application form.

COMMENT
January 2008:
New Fund launched.
BBC Children in Need and The Hunter Foundation have announced a new UK-wide £2 million grants programme: Positive Destinations.
Funding will be awarded to innovative and effective projects that have the potential to deliver positive outcomes to some of the most vulnerable children and young people in the UK. The programme will take place over three years and is aiming to award three large grants of around £500,000 each, and three smaller grants which will have the remaining £500,000 divided between them.
The Fund aims to deliver sustainable support to young people to ensure that they achieve a positive future in terms of education, employment or training. The programme will seek to support projects that target either key points in determining a young person's future, or a holistic approach in delivering positive outcomes.
